From Manta Ecuador in the second day of the international camp hundreds of people fulfill with dreams resistance and hope, arrived to the Ecuadorian city of Manta to protest against the ALCA (FTAA), "Plan Colombia" and the united states military base.

On the 14th , at night more than 500, people representatives, of local and international social movements, divided them self's in parallel caravans, towards two places which are symbols of "Plan Colombia" in Ecuador: Manta, were the U.S military base works, and Sucumbios, province in the border with Colombia.

In the morning "Inti" ( as native quichua speakers call the Sun), join the walk, for peace, dignity & justice, showing the road were the resistance is talking place, wimin and men walk to the objective to protest against the militarization that has been taking place in Andian Latin America and the rest of the world. The forums, round tables, talks are around the themes of Plan Colombia, ALCA (FTAA) and the use of US in the local military base.

In Manta The base means benefits for the few and major problems for others. The construction, of the U.S military base, cause irreversible environment damage, in this coast part of the country, leading to leave without water to hundreds of families. farmers where displace from their lands that have transform to become the center for operation for Plan Colombia.

The U.S have build in Manta an infrastructure for WAR, from this base US, missiles, bombardiers, helicopters fly towards Colombia fill with "GLISOFATO" to fumigate the plantations of coca leafs, affecting not only the plantations and the forests, but the rural population that show damage in their heath and general well being.

As a consequence of the armamentist policy of the U.S government the amount of displaced people, refugees that are traumatized because of the violence that has generated the conflict, in Colombia as well as the border in Ecuador.

Because of this reasons, we are now together in Manta to proclaim, local and internationally to the world, that we will no longer tolerate, the abuse and impositions of neo liberalism and its politics, that for decades we have been submitted.

That is why we call for the, rally for life and dignity in Manta Ecuador. A voice of resistance that is multiplying in other places of the planet, Barcelona,Washington, Brazil, Mexico and Guatemala From Manta Ecuador.

Desde Manta al segundo día del Campamento Internacional

Cientas de personas cargadas de sueños, resistencia y esperanza, llegaron a la ciudad ecuatoriana de Manta para protestar contra el ALCA, el Plan Colombia y la Base militar estadounidense.

Ayer en horas de la noche, más de 500 compañer@s representantes de redes, organizaciones y movimientos sociales nacionales y extanjer@s, se dividieron en caravanas paralelas hacia dos lugares símbolos del Plan Colombia en Ecuador: Manta, lugar donde está instalada la Base militar de los EE.UU., y Sucumbíos, provincia fronteriza con Colombia.

En la mañana el Inti ; como le llamamos a nuestro taita Sol los quichua hablantes ; acompañaba a los caminantes de la marcha por la paz y la dignidad, señalando el camino por donde avanzar. Mujeres y hombres avanzaban hasta el objetivo, protestar contra la militarización que se ha implantado en nuestra América Andina y en el resto del Mundo. Los foros, charlas, mesas de trabajo giran en torno a los temas Plan Colombia, ALCA y el uso de nuestra base por parte del ejército estadounidense.

En Manta la base ha significado beneficios para un@s poc@s y mayores problemas para otr@s. Mientras se construía la base, se causaron daños irreparables en el medio ambiente, llegando a dejar sin agua a cientas de familias. L@s campesin@s fueron desplazad@s de sus tierras, las que se han convertido en el centro de operaciones del Plan Colombia.

Los estadounidenses han construído en Manta una infraestructura para la muerte, de ahí salen los misiles y bombardeos hacia Colombia, de la Base de Manta salen los helicópteros cargados de glifosato para fumigar indiscriminadamente cultivos de coca, afectando no solamente a otros cultivos y bosques, sino a la población rural que da muestras claras de daños en su salud.

Como consecuencia de la política armamentista de los estadounidenses, es incalculable el número de desplazad@s, refugiad@s, traumatizad@s por la violencia que ha generado el conflicto, tanto en Colombia como en la frontera con Ecuador.

Por estas razones, estamos reunid@s en Manta, para decirle al Ecuador y al mundo que no permitimos seguir soportando los atropellos e imposiciones de la política neoliberal, a la que por décadas nos han sometido. Por eso convocamos a la marcha por la Vida y la Dignidad mañana en Manta, que será un grito de resistencia que se multiplica en otros lugares del planeta, como en Barcelona, Washington, Zaragoza, Brasil, México y Guatemala.

A los Compañeras y Compañeras del mundo entero,

A la sociedad Civil, redes, organizaciones, etc.

En Colombia en los actuales momentos se está viviendo ambientes de violencia extrema por la guerra desatada a raíz del rompimiento de los diálogos de paz, lo que para nosotros responde a la estrategia de los gobiernos de EE.UU y de Colombia para la militarización de Latinoamérica, especialmente de la Región Andina con la implantación de la segunda fase del Plan Colombia.

La primera fase del Plan Colombia ha concluido. La compra de armamento bélico, la entrega ocupación de la Base de Manta por militares norteamericanos denominada ojos y oídos del Plan Colombia, el entrenamiento de tropas especializadas en la Escuela de las Américas, la declaratoria de Bush en la que califica a los grupos insurgentes de terroristas y a todos aquellos a quienes se oponen al neoliberalismo.

Preparación ideológica de la opinión pública frente a los grupos armados de Colombia metiendolos en el mismo saco del terrorismo y el narcotráfico que es el discurso con el que se ha lavado las manos el Gobierno de Pastrana declarando a los paramilitares como Autodefensas, siendo estas las mayores causantes de la muerte de miles de colombianos civiles.

Lamentamos y rechazamos la actitud belicista del Gobierno Colombiano para enfrentar el conflicto social y político que estremece a este país, conflicto que tiene raíces en la injusticia económica. La declaratoria de guerra deja como única solución la impuesta por los Estados Unidos a través del Plan Colombia, el que sigue sumando miles de muertos, millones de desplazados y refugiados en su mayoría campesin@s.

Consideramos la decision del gobierno Colombiano de terminar las negociaciones de paz y relevar en modos militares un paso siego y futil: el e consider the decision of the Colombian government to end peace negotiations and to rely on military means a blind and futile step: El conflicto político colombiano tiene raíces históricas y profundas originadas en el sistema económico y social dominante. Por lo que para alcanzar una verdadera Paz con Justicia Social no basta con descalificar al otro y negar su existencia, sino que es necesario incluir a todas las partes en conflicto.

La Actitud imperialista de los estados Unidos por consolidar el sistema económico capitalista neo-liberal, ha causado hambre y muerte no sólo en Colombia sino que en el mundo entero. Los planes militares se siguen implantando en el continente Latinoamericano: Plan Colombia, Iniciativa para la Región Andina, Plan Puebla Panamá, Plan Dignidad, etc.

Los mismos que responden a una política de expansión camino del ALCA (Area de Libre Comercio de las Américas).

Es por eso que varias organizaciones y redes internacionales declaramos a los meses de marzo y abril, meses de la dignidad y justicia Social. Desde Ecuador los días del 14 al 20 de marzo nos encontraremos resistiendo a las políticas militaristas de los EE.UU, en las ciudades de Quito, Manta (base militar en manos de los Norteamericanos) y Lago Agrio, lo que nos servirá de base para la contracumbre a la reunión de Ministros del Acuerdo de Libre Comercio de las Américas ALCA.

En España en el marco de las acciones de marzo y abril se realizará movilizaciones contra la reunión de la Unión Europea en Barcelona y en Zaragoza en contra de la cumbre de los ministerios de "defensa".

En EE.UU. movimientos sociales estan movilisando miles de venir a Washington entre el 19. a 22. de abril de levantarse contra la política fatal de los EE.UU. en relatión de Colombia, la famosa Escuela de las Americas, la "Guerra contra el Terrorismo" de los EE.UU. y las reuniones del FMI y del Banco Mundial.

Los abajo firmantes declaramos nuestra voluntad inclaudicable de seguir resistiendo y luchando contra la globalización que significa exclusión, pobreza, destrucción de nuestra vida y medio ambiente. Juntos, los hombres y las mujeres del planeta multiplicaremos la esperanza de que otro mundo es posible y ya está en construcción.

Nuestra resistencia y lucha son tan globales como el capital!!!!

In Colombia we are currently living a climate of violence brought to its extreme through the war that has been launched since the peace negociations were broken. For us, this is in tune with the strategy of the US and the Colombian government for the militarization of Latin America, in particular the Andean region with the implementation of the second phase of the Plan Colombia.

The first phase is over now: The buying of arms and weapons; the occupation by US military of the base in Manta, which has been declared the "eyes and ears of the Plan Colombia" by the US government; the training of special troops in the School of the Americas, the declaration of Bush in which insurgent groups and anyone opposing neoliberalism is declared a terrorist.

The ideological preparation of the population in front of armed groups in Colombia putting them in the same bag of terrorism and drug trafficking, which is the discourse that Pastrana's government has been using to wash its hands by declaring the paramilitary as Self-defense units (Autodefensas) when these are in reality the main cause of death of thousands of Colombian civilians.

We denounce and reject the attitude of war by the Colombian government to face the social and political conflict which is extreme in this country, a conflict which has its roots in the economic injustice. The declaration of war leaves only one solution, which is the one imposed by the US through Plan Colombia which continues to add more deaths and millions of displaced people and refugees, farmers in their majority.

We consider the decision of the Colombian government to end peace negotiations and to rely on military means a blind and futile step: the Colombian political conflict has profound historic roots originating in the dominating economic and social system. In order to reach a real Peace with Social Justice it is necessary to include all the parties in the conflict.

The imperialist attitude of the United States to consolidate the neoliberal capitalist economic system has caused hunger and death not only in Colombia but world wide. The military plans are still being implemented in the Latin-American continent: Plan Colombia, the Andean Regional Initiative, Plan Puebla Panama, Plan Dignidad etc. which coincide with an expansionist policy and the path of the FTAA (Free Trade Agreement of America).

For these reasons many organizations and international networks are declaring the months of March and April, months of Dignity and Social Justice.

In Ecuador in March 14th-20th we will meet and resist the militaristic policies of the USA in the cities of Quito, Manta (military base ruled by the US) and Sucumbios which will be our bases for counter summit activities against the summit of the FTAA.

In Spain, actions are going to take place in March in Barcelona against the EU council of ministers and in Zaragoza against the ministers of so called "defense".

In the US, social movements are mobilizing to Washington for April 19th - 22nd to stand up against the fatal US policy towards Colombia, the infamous School of the Americas, the US "War on Terrorism" and the meetings of the IMF and the World Bank.

The organizations signing below declare our determination to continue resisting and struggling against the globalization that means exclusion, poverty, destruction of our lives and environment. Together women and men of the planet will multiply their hope that another world is possible, a world that is already in construction.

Our resistance and struggle are as global as capital.

Ecuadorians Just Say No to the U.S. War on Drugs

MANTA, ECUADOR -- About 1200 people converged here on March 16 to march against a U.S. military base that is both central to an unpopular war in Latin America and has taken valuable agricultural land away from local campesinos.

The march was composed mostly of campesinos (rural farmers) from the province of Manabi, where Manta is located, with the support of an international delegation of actvisits. People marched from Manta to the Eloy Alfaro military base, which the Ecuadorian government turned over to the United States and is now a central launching pad for military operations in support of Plan Colombia.

The event was organized by the Union provincial de organizaciones campesinos de Manabi (UPOCAM) and the Campamento internacional permanente por la justicia social y la dignidad de los pueblos. Notably, the march included a large contingent of people from Colombia, which is the front line in the U.S. war against drugs.

People in the march condemnded the U.S. war against drugs as being an excuse to promote military and economic intervention in Latin America.

Jorge Loor Cevallos, president of the Confederation unica nacional de afiliados al seguro social campesino (CONFEUNASSC), said the war on drugs and the military base are being used as instruments to intervene in Colombia against forces that are resisting capitalism, poverty and injustices.

"Up until this point, one perceives a continental control through this base in Manta," he said.

Ironically, the Ecudorian National Police and the Ecudorian Army were deployed to guard the U.S. base during the demonstration. A police official declined to comment. At first, he said somebody would be available to talk about the base, but later said nobody was available. He also said nobody from North America was at the base, even though the base is operated by the U.S. military.

Loor and many leaders from the provincial campesino organization UPOCAM led the march from Manta to the base, with strong local support. After passing through the town market, the march grew in size as more people from the local community joined the action.

The police did not cause any problems during the march, unlike other recent actions in other parts of the country and Quito. However, at approximately one kilometer from the base officers in full gear with shotguns were deployed to guard the base. When the march reached the main entrance to the base, the Ecudorian police and military formed a line to prevent people from going any further.

Upon reaching the base the crowd gathered in front of the police line and began chanting slogans and singing. Several speeches were made by leaders of the community and the campesino movement. They emphasized the significance of the land where the base is, which is the home of the revolutionary leader Eloy Alfaro. They said the land could potentially be used for crops as opposed to a military base.

The fact that the military base is named after Alfaro is a twisted irony. As leader of Ecuador´s Liberal Revolution in the early 1900s, Alfaro helped lead the country out of its oppressive feudal regime. Renowned by both left and right groups in Ecuador, Alfaro is a well-respected historical figure.

Loor also pointed out that turning over the base to the United States military was unconstitutional because the government did not follow proper procedures.

The gathering at the base included diverse actions, such as songs sung by Peruvians and guitar performances. At one point, people laid a banner on the ground with the U.S. flag in the shape of a pig. A campesino symbolically slashed the banner with a machete. Later, a woman took the machete and gave a speech about the importance of women´s work and how land is needed to feed families and children, not to create more military bases.
