What is the Second Peoples' Summit of the
Americas?
In April 2001, Quebec will host the Third Summit of American Heads of
State, attended by 34 leaders from every country in the Americas except
Cuba. The purpose of the gathering is to pursue negotations for the Free
Trade Area of the Americas (FTAA).
Since the Summit of the Americas held in Miami in 1994, our governments
have made a commitment to define a shared vision and create the basis
for a new partnership in the Americas. While education, eliminating poverty
and discrimination, and preserving and strengthening democracy and
human rights have been targeted as themes, the key issue remains the
establishment of a Free Trade Area of the Americas (FTAA).
Labour, social and environmental organizations throughout the hemisphere
believe that the proposed FTAA threatens to promote an development
model that is unjust and destructive. Furthermore, current negotiations give
too much weight to business (via the American Business Forum) while
excluding any genuine public consultation.
Faced with this reality, civil society throughout the Americas has begun to
organise.
The Réseau québécois sur l'intégration continentale (RQIC) and Common
Frontiers, representing two coalitions of labour unions, international
cooperation organizations, environmental groups, research groups and
other grass-roots organizations, are responsible for organizing the Second
Peoples' Summit of the Americas. The Summit, to be held in Quebec City
from April 17 to 21, 2001, will coincide with the meeting of heads of state
and government leaders. The Summit is an international event that will be
attended by representatives of major social and labour organisations from
the 35 countries of the Americas, including Cuba.
At the Summit, delegates from a wide and representative range of
organisations will have the opportunity to reach a deeper understanding of
key issues and advance towards the construction of alternative integration
proposals in many different areas including human rights, labour rights,
social rights, the rights of women, native people, black communities, and
peasants, agrarian reform, environment, education, etc. |
