Association Helps Eliminate $1.8 Billion 'Milk Tax'
Dec. 17, 2001 — The National Restaurant Association was part of a successful coalition effort to remove dairy provisions sponsored by Sen. Patrick Leahy (D-Vt.) from Senate legislation that would have resulted in an annual $1.8 billion "milk tax" and a corresponding increase in milk prices for business and consumers. The Leahy provisions were replaced by an alternative program. Senate Majority Leader Tom Daschle (D-S.D.) continues to insist that the Senate complete work on the farm bill before Congress adjourns for the year, but a final conference with the House of Representatives is not expected to take place until early next year.
The substitute adopted by the Senate would provide direct payments to dairy producers. This dairy substitute is part of an overall rewrite of the farm bill that was being offered at press time by Senate Democrats.
A complete Republican alternative farm bill is also expected to be offered by Sens. Pat Roberts (R-Kan.) and Thad Cochran (R-Miss.). The coalition believes the Republican bill to be a better alternative for the dairy industry, since it contains no dairy provisions opposed by either the dairy farmers or dairy processor |
