Moments after putting on his helmet, Second in Command of the Metropolitan Police Department, Terrance W. Gainer, contaminated himself with pepper spray. The spray was inside the helmet that was just handed to him by an assistant. It was not clear how the pepper spray got into his helmet, Gainer had been helmetless up to this time.
Gainer, rather unpopular with the rank and file, may have been the subject of other internal police pranks in the past.
