U.S. Senate to Debate Amendment Restoring Funding for Bilingual
Education Next Week

PLEASE CONTACT SENATOR PETER FITZGERALD AND URGE HIM TO VOTE YES ON
THE REID/BINGAMAN HISPANIC EDUCATION OPPORTUNITIES AMENDMENT

The Senate bill, S. 1356, funding federal education programs will be
debated next week starting on Monday, July 21st. The senate bill
provides substantially LESS funding for education programs than the
House bill (an increase of only $1.5 billion, or a 2.8% increase over
current funding levels).

The Senate bill CUTS Bilingual Education by $20.5 million proposing
only $665 million for FY2004. Bilingual Education is currently
funded at $685.5 million.

NABE has spearheaded a Senate amendment to restore and increase
funding for Title III. The amendment known as the Hispanic Education
Opportunities Amendment is being offered by Sen. Harry Reid (D-NV)
and Jeff Bingaman (D-NM) to S. 1356.

ACTION:

Please call Senator Peter Fitzgerald's office at (202) 224-2854 or
fax (202) 228-1372 and urge that the Senator support the
Reid/Bingaman
Hispanic Education Opportunities Amendment. Give your name and
address and tell them you are a constituent in Illinois and ask to
speak to the Senator or the staff member responsible for education
funding.

Senator Fitzgerald had already previously voted to support increases
for bilingual education during the No Child Left Behind Senate floor
debate on May 10, 2001.

Other programs included in the Reid/Bingaman restoration amendment
include:

*Title III Bilingual Education increase from $665 million to $750
million, an increase of $85 million
*HEP/CAMP increase from $28 million to $40 million, an increase of
$12 million
*Migrant Education Programs increase from $396 million to $400
million, an increase of $4 million
*Dropout Prevention from $0 to $15 million, an increase of $15 million
*Hispanic Serving Institutions from $93.6 million to $98 million, an
increase of $4.4 million
*Parent Information Centers from $42.2 million to $55 million, an
increase of $12.8 million

HOUSE ED FUNDING:

The House passed H.R. 2660, the FY 04 Labor, HHS, Education and
Related Agencies Appropriations Bill on Thursday, July 10, 2003. The
House bill freezes bilingual education at the current FY03 level of
$665 million.

Please take a few minutes to call Senator Fitzgerald. Thank you very
