St. Louis,MO--In preparation for potential violence at demonstrations during the World Agricultural
Forum held in St. Louis on May 18 and 19, the St. Louis Metropolitan Police Department engaged Kinetic Solutions to implement an event management tool based upon Geographic Information Systems technology. Weighing heavily on the minds of St. Louis officials were the riots in Seattle for the World Trade Organization meeting in 1999. Protecting the safety of the demonstrators, conference attendees, and police officers was of paramount concern.

Kinetic Solutions deployed their Tactical Response and Crisis Intervention Applicationâ„¢ (TRCIAâ„¢) for the incident command center. Incident commanders used TRCIAâ„¢ to plan, monitor and assess both preparation and execution of the event. Customization of the application included the acquisition of aerial photography, street data, floor plans, and digital photography for a number of facilities in St. Louis where demonstrators were expected to congregate during the Forum. The application provided the event planners with a spatial data management tool for force deployment, crowd control, traffic re- routing, barricade placement, and emergency vehicle access.

TRCIA™ was originally developed as an incident planning tool to provide first responders with almost instantaneous knowledge about the building in which a crisis occurs, including interactive floor plans, digital photographs of the building’s interior layout, surrounding areas, building composition, location of hazardous materials, and many other important data about the structure. TRCIA™ has much broader application as a tool for event planning and management for such public events as parades, festivals, carnivals, fairs, concerts and sporting events. Event organizers can use TRCIA™ to plan for staffing levels, facility management, placement of first aid stations, restroom facilities, information booths, and barricades for traffic re-routing, etc.

All data processed by Kinetic Solutions for its law enforcement, public safety and defense clients is housed within a restricted-access, secure facility where it is treated with discretion on a ‘need to know’ basis.
