Dear Friends,
Champaign County Health Care Consumers (CCHCC) and the Friends of Public Health (FPH) is asking for your help to ensure that the needs of Champaign County residents who live outside of C-U are represented on the County Board of Health.
We are asking you to take action to contact your County Board representatives to oppose the upcoming appointment of Dr. Escobar to the County Board of Health. The opposition to Dr. Escobar is based on his residence in Champaign, while there is another dentist applicant (Dr. Nezar Kassem) who resides and works in Mahomet, who was overlooked for this appointment.

ABOUT THE COUNTY BOARD OF HEALTH AND HOW BOARD MEMBERS ARE APPOINTED:
The County Board of Health is the local board that governs the Champaign County Public Health Department and makes decisions about the public health services to be provided to county residents who live outside of Champaign-Urbana (Champaign-Urbana residents are served by the Champaign-Urbana Public Health District and its Board).
County Board of Health members are appointed by the County Board. The Chair of the County Board (currently Barbara Wysocki, District 9) brings forward the names of people to be appointed, and the County Board as a whole votes to approve or oppose those appointments.
This Thursday, at 7 p.m. at the Brookens Building in Urbana, the County Board is meeting and they will be voting on the appointment of a dentist to the County Board, Dr. Escobar. CCHCC and FPH oppose the appointment of Dr. Escobar on principled reasons.

WHY DR. ESCOBAR'S APPOINTMENT SHOULD BE OPPOSED:
a. The County Board of Health is to represent county residents, living outside C-U. Dr. Escobar is a resident of Champaign (he lists his Christie Clinic address, where he works as an oral surgeon). Dr. Kassem, on the other hand, is a lifelong resident of Mahomet and practices dentistry in Mahomet.
b. It is a basic principle of democratic representation that Board of Health members, whenever possible, should be residents of the county, not of C-U.
c. Ms. Wysocki solicited nominations from the Dental Society and the Dental Society put forward Dr. Kassem.
d. If Dr. Escobar is appointed, then FIVE of the NINE Board of Health members will be C-U residents. At no time in the history of the Board of Health have there ever been so many C-U residents on the Board, and C-U residents should not comprise a majority nor a sizable minority on this Board.
e. If no county residents were available to fill this position, Dr. Escobar's appointment might be acceptable; but an excellent candidate, with a track record of community service in Champaign County, is available and is willing to serve, and the county residents deserve real representation on the Board of Health.

HOW TO TAKE ACTION:
Please take action before Thursday, June 22nd!
1. Contact your County Board representatives and urge them to oppose Dr. Escobar's appointment and to support the appointment of Dr. Kassem for the Board of Health (see the section above for more information to explain your opposition). You can contact your County Board representatives by e-mail or by phone (see below for contact information). 2. You can also contact Barbara Wysocki, Chair of the County Board, with the same message.
3. Let CCHCC know by e-mail if you've taken action and what the response was.
4 . You can also attend the County Board meeting this Thursday at 7 p.m. at Brookens Administration Center (1776 E. Washington, Urbana) and speak out during public participation.
