Dear Senator Winkel,
Clearly mandating contraceptives on Illinois employers will force the inevitable increase in Health Care costs. I would suggest a very workable compromise. Whenever, men feel like making love, they could simply look at the women in the photo's above and the feelings would go away. You may able to use these photos in to reduce teen pregnancy as well.
