Earlier this month, Sheila Ferguson, the manager of residential programs for Provena Behavioral Health, sent a letter to me stating that my wildflower garden would be destroyed later this summer. This small wildflower garden is located at my apartment complex on Carroll Ave. in Urbana. It contains over 50 species of prairie wildflowers, including local ecotypes of 4 species that are state-listed as endangered in Illinois: Salvia azurea (Wild Blue Sage), Penstemon grandiflorus (Large-Flowered Penstemon), Camassia angustifolia (Prairie Hyacinth), and Silene regia (Royal Catchfly). I received permission to create this wildflower garden several years ago.

Earlier this month, Sheila Ferguson, the manager of residential programs for Provena Behavioral Health, sent a letter to me stating that my wildflower garden would be destroyed later this summer. This small wildflower garden is located at my apartment complex on Carroll Ave. in Urbana. It contains over 50 species of prairie wildflowers, including local ecotypes of 4 species that are state-listed as endangered in Illinois: Salvia azurea (Wild Blue Sage), Penstemon grandiflorus (Large-Flowered Penstemon), Camassia angustifolia (Prairie Hyacinth), and Silene regia (Royal Catchfly). I received permission to create this wildflower garden several years ago.

This letter was sent to me only 2 days after I refused to allow two residential specialists of Provena Behavioral Health to enter my apartment without an independent witness. Because these were the same two people who conspired to file a false police complaint against me last fall (which was dismissed by the judge), I was fearful that they would try the same thing again if I was left alone with them in my apartment. I believe that the proposed destruction of my wildflower garden is an act of retaliation against me for winning the court case and resisting further attempts at incrimination. Below, is a photograph of Royal Catchfly in my garden last year, with Purple and Yellow Coneflower in the background.

Also, the residential specialists were attempting to conduct a surprise inspection of my apartment, which violates the city ordinance. I understand from some of the other residents of the apartment complex that they conducted harsh inspections, and threatened to evict them if their apartments were not fully compliant with their requirements. Thus, there are several tenants in the building who are quite upset over the harsh treatment that they received, one of whom has already moved out to live with a friend because he couldn't stand it any longer. This is rather sad, because most of these tenants have serious disabilities and are sensitive to stress.

The wildflower garden is important to me because it is a source of healthful recreation and beauty, and many of the photographs at my website, Prairie Wildflowers of Illinois, come from the plants growing in this wildflower garden. I was planning to donate seeds and young plants from this garden to local environmental groups for prairie restoration. Also, the website is an important source of inspiration and knowledge to its thousands of visitors every year. Unfortunately, some of the officials at Provena Behavioral Health are more interested in petty-minded revenge than managing their residential programs for the benefit of their clients and members of the community.

Sheila Ferguson is responsible for instigating the proposed destruction of my wildflower garden, which will occur at an announced time after the end of this month (June). She is the head supervisor of the residential programs of Provena Behavioral Health.

Her boss is Sandy Lewis, the Executive Director of Provena Behavioral Health. She is the only person within this organization with the capacity to overturn any decision made by Ms. Ferguson.

Another person to contact is Peter Tracy. People have complained to the Champaign County Mental Health Board (CCMHB) many times in the past regarding Provena Behavioral Health's treatment of its clients. The CCMHB controls the funding of some of Provena Behavioral Health's programs, and so Sandy Lewis and Sheila Ferguson are vulnerable to the opinions of its board members.

It isn't even clear to me that Provena Behavioral Health has the legal right to destroy my wildflower garden, because they may be only the managers of the apartment complex where I live, rather than the owners (Champaign County could be the owner of this property, but I'm not certain about this), and so the proposed destruction of the wildflower garden could be viewed as the wanton destruction of valuable public property.

You are welcome to write to these people, but I must tell you that the people who manage Provena Behavioral Health have a history of not listening to anyone, except themselves. In my experience, they are extremely arrogant.

I'm sorry to hear about your garden, you are obviously an authority on wild flowers (and your website is excellent). Still, there seems to be much more to the story than what is contained in your posting. Why, for example would Provena officials conspire to file false police reports against you? That is an exceedingly serious allegation. I'm assuming that a) the report was not random and b) that is was, in fact, false. Also, what is the "stated" reason for the garden's destruction? Does Provena propose to build on the spot or something? More details might help us to better consider your case and to take action accordingly....thanks.

No justification was given for the proposed destruction of the wildflower garden. The letter stated that the site would be "re-seeded" (probably with turf grass, of which there is already a great abundance around the apartment). "5" has already addressed your other question.

There's more that I could say about all of this, but it's a rather long story. I'm happy to hear that you liked my website -- the wildflower hobby is a wonderful balm to my rather frayed nerves.

My interview on Ed Mandel's radio show has been postponed until Tues. (July 8th). It should occur between 8:00-9:00 a.m. on WEFT (90.1 FM). We will be discussing the wildflower garden and the problems that I have been having with Provena.
